Created in 1909 by Teddy Roosevelt, to protect deer and elk wintering grounds in the area of what would come to be known as Lake Lowell. Later additions to the refuge added 101 islands and riparian habitat within the Snake River corridor in the western portion of the state, and adjacent Oregon, bringing the size of the refuge to about 11,000 acres.
