Velocity is a combination of inertial weight, pressure of propellant burning, length of burn time, and yes friction of the barrel, so too tight a barrel will slow a bullet as will too loose a barrel due to pressure loss, I'd guess the faster barrels are a result of perfect size and smoothness.
