All public libraries are “underfunded and heavily used” and using the honor system for used paperbacks is not “half-assed” but a perfectly sensible way for books to remains in circulation without having to go through the time and expense of cataloging & barcoding.

I found this half-assed system shocking when I first found out about it, but I guess it makes a certain kind of sense for an underfunded but heavily used library.
