The CLAG says funding to serve developmentally delayed adults has stayed static as numbers of people needing services has increased and that government attempts at cost-savings - such as closing groups homes and transferring residents to lower-cost alternatives - have disrupted families and resulted in lower quality of life for many of those affected.
