OK, so let me be clear: I think the trends cited in the OP's article are affecting Mexicans similarly, even if the article doesn't use Mexicans as the poster children for the feature.

Although I know that SSI by itself is not going to be $1000/month, I had sort of assumed that the OP's dad was maybe getting both regular Social Security and SSI which might add up to that when combined.
