The weasels of the European Union didn't like the answer and decided that instead of repealing the original treaties which provided the bulk of the text for the treaty to establish a constitution for europe (with the IGC 2004 innovations) They would keep the original Treaties and bind them together with the IGC 2007 mandate which kept IGC 2004 innovations. (by the way that mandate was unlawful under IGC rules established under the existing treaties)
