There is a public good argument for education, namely you are better off living in a society of educated people than living with non-educated people. that's the same argument milton friedman used for his "negative income tax" in capitalism & freedom: It can be argued that private charity is insufficient because the benefits from it accrue to people other than those who make the gifts - again, a neighborhood effect.
