What baffles me is that it is apparently impossible to provide what the law-abiding public wants - beat bobbies and village policemen, people who patrol on foot, actually know an area and its inhabitants in depth and become a part of the community (in which case stupid things like this would never happen) - and yet whenever officers are required to go in mob-handed at dawn they appear as if by magic.
