My first exposure to this lovely phrase came when I moved closer to New Jersey. "Smacked ass" refers to someone who behaves like a complete idiot. Here's what I heard today (regarding conning someone out of money): "Well, for a million dollars I might do something like that, but any less than that and I'd look like a total smacked ass if I got caught."
