The shredded remnants of plastic 'sheeting' (most often bags) snagged in bushes (most often thorny) or trees. Whilst researching plastic bag pollution I remember first coming across the term in a UK blog. Baggy bloomers as I recall. Worn by girls under their gym tunics in the days before lycra or jersey gym pants (the latter known as bum freezers at my school).
