The Aldrich Dictionary of Phobias and Other Word Families defines this as 'military service neurosis'; that's the only Google result not from the Grandiloquent Dictionary, so we don't have any usage examples.

The first appearance may have been in Reversicon: A Medical Word Finder (1958) by J. E. Schmidt, who coined lots of words. It was then picked up by Mrs. Byrne's Dictionary of Unusual, Obscure, and Preposterous Words (1974).

So it may be one of those words that begins life in a lexicon? I wonder whether it's ever been deployed; it makes me think of the more specific Gulf War Syndrome.
