As in 'within the gravets of Colombo'. This is colonial British usage, and may mean or be related to 'purlieus'.

I heard something like this being said by Anthony Lewis on a FORA.tv interview. In its context it referred to someone advocating a particular position. I thought it was another way of saying 'advocate', but it may have been the latter word after all.
