I just remembered what that reminds me of - the tagline from The Girl with the Dragon Tattoo, "Det som göms i snö kommer fram vid tö," an old Swedish proverb meaning "what is hidden in snow is revealed at thaw," although obviously not in a morbid way. To me, "snowdrop" is rather... uncreative, as far as kennings go, and to use it as the title of the book seems... let's just say I'm never going to read it.

Likely a network of mostly male individuals between the ages of 17-25 engaged in cyber-bullying under the false pretense of self-righteousness. They feel that they are privileged to watch, hack, and threaten, i.e. deliberately apply terror tactics, because of their hatrid towards certain particulars? Note: specific technical knowledge of networking, no breadth or depth, a lack of empathy, a lack of scruples, a lack of character, a lack of culture -> isolation, low self-esteem, frustration, possibly impoverished or weak family structure.
