I may be a grumpy old bastard, but this horrible bureaucratic concoction is offensive and completely unnecessary. Wouldn't "don't agree" be more effective than "not in agreance". Should be in a list of words designed to obscure meaning.

agreance isn't a word. It's a misspelling found in the Urban Dictionary.
