For example, critics of Gordon Brown's citizen juries suggest that facipulators are employed to ensure that the juries don't come up with suggestions far removed from government policy.

  • I did some very cursory research on facipulator, and couldn't establish whether it was originally coined as a pejorative term applied to others or as a descriptive term applied by facipulators to themselves; it's been used in both ways. At any rate it seems to have been in use since at least 1995.
