I think of two things when I see this word: (1), a Bavarian tourist shop full of cuckoo clocks, the ticks, tocks and cuckoos all competing with eachother; (2) the diner in Gainesville FL named "The Clock" that has dozens of clocks on the walls, none of them telling the correct time.

I wonder if there is a noun form of this word such as dyssynchronicity? And why is it not a valid Scrabble word?

It's hard to tell why it's not a valid Scrabble word. Maybe it wasn't in enough of the source dictionaries.
As for dyssynchronicity, I'm certain it will never be playable--but that's because it has 16 letters (and there's only room on the board for 15-letter words). :)
